About Clean School Bus Subsidy Contest

$400 million grant opportunity through EPA’s Clean School Bus Program funds electric, propane and compressed natural gas (CNG) buses with zero or low tailpipe emissions compared to older diesels .

These emission reductions result in cleaner air for students riding buses, bus drivers, school staff working near bus loading areas, and the communities our buses pass through every day. The reduction in greenhouse gas emissions from these bus replacement projects goes beyond local communities and helps address the huge role of the transport sector in climate change.

The EPA will provide support for buses serving local educational institutions in high need, tribal school districts funded by the Bureau of Indian Affairs, or tribal school districts receiving basic subsidies for students living on tribal lands or in rural areas. Priority is given to alternative applications. In addition, EPA is committed to ensuring that the Clean School Bus Program fulfills the Justice 40 initiative of the Biden Harris administration and that at least 40% of the benefits of certain federal investments flow to disadvantaged communities. Large school districts with poverty-stricken communities will also be prioritized if their proposals focus on clean school buses to serve those communities.

Eligible applicants for this funding opportunity are (1) state and local governments that provide bus services; (2) public charter school districts; (3) Indian tribes, tribal organizations, or tribal-controlled schools; (4) non-profit school transportation associations; and (5) eligible contractors (OEMs, dealers, school bus service providers, including private) bus vehicles).

Applicants have two options for applying:

  1. Applicants wishing to serve a single school district may request a minimum of 15 and a maximum of 50 school buses through the District Subprogram.
  2. Applicants wishing to serve at least four school districts may request from 50 up to 100 school buses through a third-party subprogram.

EPA will provide all awardees who request an electric school bus with combined funding to cover the cost of both the bus and infrastructure. Priority applicants may apply for up to $395,000 when requesting oversized school buses and related infrastructure, and other applicants may request up to $250,000 when requesting oversized school buses and related infrastructure. To encourage federal funding to support as many bus alternatives as possible, EPA is also encouraging companies that can provide voluntary funding through public-private partnerships, grants from other organizations, or school bonds to compete. The Biden-Harris administration is committed to investing the federal budget in a responsible way that promotes quality job creation and inclusive economic growth. EPA has worked closely with the Department of Labor to ensure that the program also supports the workforce needed to support a clean energy economy. Applicant describes a plan to implement a workforce plan to ensure that current drivers, mechanics, and other critical personnel are trained to safely operate and maintain new buses, as well as existing employers will be asked to clarify safeguards to ensure that workers are not replaced or dismissed.

Electric vehicle charging infrastructure must be installed by an electrician certified by the Electric Vehicle Infrastructure Training Program (EVITP) or equivalent program approved by the Department of Labor. Funds from the Clean School Bus Program can also be used to support employee training and certifications such as his EVITP.
